From the "zero cost" of F1 in Valencia to 89 million spending

Camps' "only intention" was, for the judge, to project her image as the maximum representative of the Region and obtain a "personal income".


The "cost zero" that the expresident of the Generalitat Francisco Camps announced that it would have for the city of Valencia and the Valencian Community the construction of an urban circuit of Formula One finally resulted in a total gas total of 88.8 million public euros with charge to the public treasury.

Así consists in the order of the Court of Instruction number 17 of Valencia by which Camps is processed, his former vice-president Vicente Rambla and his exconseller of Infrastructure Mario Flores, along with other thirteen people, in the piece of the Valmor case referring to the awards for the design and construction of the urban circuit that hosted the grand prizes of F-1 between 2008 and 2012.

The instructor, who accuses Camps of thinking, planning, promoting and directing the construction of an urban circuit of Formula 1 in Valencia with public funds, recalls that the expresident announced in 2007 this project, advertising the "zero cost" of this "great event and flagship project" for the Comunitat Valenciana.

"The truth is that there was no such cost, but depletion for public coffers with undue use of public funds and unnecessary expenses which favored the companies to which they were elected outside the established procedure of public tender and through a non-competent body, the Infrastructure Management Entity "(GTP), says the judge.

The car states that, according to the report issued by the Intervention of the Generalitat and according to a letter from the Court of Accounts, it was the GTP -without competences for the construction of urban infrastructure, or circuits, facilities or sports facilities to host the F1- which tendered, awarded and executed all the works of the circuit in 2007 and 2008.

La judge indicates that this was possible thanks to decree 3/2007 of the President of the Generalitat, the one that Camps assigned to the Conselleria de Infraestructuras, through the GTP, the accomplishment of the complementary equipment for an urban circuit in the connection of the avenue of France, prolongation of the walk of the Alameda and the port.

The car indicates that, according to the financial accounting of the managing entity, the total cost of the different contracts charged to the execution of the urban circuit has amounted to 88,829,624.91 euros between 2007 and 2017, under the budget of the Generalitat.

According to the instructor, the announcement of Camps that the celebration of the sporting event would have "zero cost" in affection of the urban plot and "neutral cost", which would also mean improvements in communications, infrastructures and technological development, "has finally been uncertain" .

Camps' "only intention" was, for the judge, projecting her image as maximum the Community and obtain a "personal income through its public and political projection", given the proximity of the regional elections of May 2007.
